Description
Summary:A necessary condition for a dielectric screening matrix to describe long range effects of a phonon-induced charge distortion is pointed out. It is also shown that the translational invariance of the system imposes an infinite set of sum rules on the dielectric matrix, which imply the acoustic sum rule as a special case.
