Summary:Elastic and inelastic neutron scattering was observed in Rb 2Cu 0.963Co 0.037F 4, which is a two-dimensional ferromagnet with competing axial and planar anisotropies. At 5.4 K the system orders along the easy Co axis, and below 3.3 K additional planar order develops, resulting in a canted magnetic structure. The critical ridge scattering of the planar ordering is consistent with a Kosterlitz-Thouless-type transition. Finally, the dispersion relation was measured.
