Static and dynamic quadrupole moments of the first excited states of 20,22Ne
A projectile Coulomb excitation technique which is insensitive to many sources of systematic error is used to remeasure the static quadrupole moments of 2 1 + states in 20, 22Ne. The results for Q, and for B(E2), remove present discrepancies with the rotational model.
