Summary:A gauge covariant Wigner operator is defined for SU( N) gauge fields and its quantum transport equation derived. In the semiclassical limit a mean field is eliminated and a gauge covariant Vlasov equation derived with non-abelian modifications for gluon fluctuations. For slowly varying mean field it is decomposed into N( N−1) charged gluon equations and N−1 for neutral ones, which decouple.
