Description
Summary:It is shown that many center excitations are responsible for the universal low energy spectral properties in an arbitrary ensemble of defect centers with an internal degree of freedom. Universality means a quasiuniform distribution of the energy and the logarithm of the tunneling amplitude together with a disappearance of the dependence on the primary defect parameters.
