On the weak turbulence theory of an inhomogeneous plasma

The nonlinear dispersion and kinetic wave equations for drift potential oscillations of a weakly inhomogeneous plasma is obtained. It is shown, that taking into consideration the Coulomb collisions makes it possible to remove divergences in matrix elements, describing the nonlinear wave interaction.
