Summary:This study handles the problem of establishing a well-organized and distributed network of a hospital that delivers its services to the target population. We propose a new multi criteria decision making (MCDM) process that integrates hesitant fuzzy sets (HFSs) to Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). The MCDM process defined under uncertainties are perfectly defined by HFSs reflecting comprehensively hesitant thinking of decision makers. Our proposed methodology is implemented to select the optimum site for a new hospital in Istanbul.
