Why does an external electrical field stimulate formation of new phase nuclei in dielectrics?

Description
Summary:Contrary to many previous theoretical considerations, we show that both uniform and nonuniform electrical fields facilitates formation of vapor bubbles in superheated liquid and liquid drop in supersaturated gas. In the latter case, the field must exceed some threshold value, which becomes smaller in nonuniform field. Such conclusions are based on adequate expression for nucleus work formation in the presence of electrical field which we use in our consideration and are in agreement with experimental observations.
