Summary:In this introduction to the special issue on Enforcing Arms Limits: Germany Post 1919; Iraq Post 1991 the editors present the theme of the settling, & the bedding in of succeeding international systems are a neglected field of study. The fundamental questions addressed by the ensuing collection of essays are presented & related to three issues that surface during peacemaking processes. The comparative analysis of the cases of the German & Iraq settlements discusses the partial defeats, arms control & disarmament efforts, & the political climate. The insights from the comparative study are argued to offer preparation for international agencies, legal instruments, & constabulary military force that may need to combine to limit a warmonger's capacity to upset the peace.
