Summary:AFTER THE EUPHORIA WHICH FOLLOWED THE SOVIET WITHDRAWAL FROM LITHUANIA WORE OFF, MANY IN THE ONCE AGAIN INDEPENDENT STATE HAVE FOUND THAT THE PROBLEMS INVOLVED IN BRINGING LITHUANIAN SOCIETY OUT OF ITS SOVIET THRALLDOM ARE LARGER THAN WERE PREVIOUSLY IMAGINED. THEY HAVE DISCOVERED THAT THE "THREADS" WHICH BOUND THE REGION TO THE SOVIET UNION ARE STRONGER THAN ANTICIPATED. THE SOVIET AND RUSSIAN GOVERNMENTS HAVE BEEN ABLE TO MANIPULATE THOSE THREADS IN WAYS TO HAMPER LITHUANIAN INDEPENDENCE AND TO MAKE THE LITHUANIANS PAY FOR THEIR FREEDOM WITH INFLATION AND ENERGY SHORTAGES. IN ADDITION, THE PROBLEM OF HOW TO FREE THE LAND AND ITS POLITICAL INSTITUTIONS FROM SOVIET RULE IS PROVING TO BE A THORNY ONE. THOSE WHO ARGUE FOR A COMPLETE REJECTION OF THE SOVIET LEGACY OFTEN POINT TO THE INTER-WAR CONSTITUTION AS A MODEL; HOWEVER, THIS CONSTITUTION LED TO AUTHORITARIAN RULE, A RESULT THAT MANY DO NOT WELCOME.
