Summary:Significant and high impact terrorist attacks in recent times have demonstrated the complexity that exists in countering terrorism globally. Many of the challenges that exist are not new but instead, have been re-energized by those seeking to cause terror. Therefore, the enablers of contemporary terrorism must be better understood in order to counter and mitigate the threat, risk, and harm that attacks generate. The purpose of this special issue is to examine a number of these enablers and also explore possible ways to counter them.
