Summary:Parliaments play a crucial role in political systems fulfilling the core functions of election, legislation, oversight and communication. They are key institutions of representative democracy and also serve legitimising purposes in authoritarian regimes and systems in transition. The past decade has revealed broad and often unexpected changes for legislatures (we use the terms 'parliament' and 'legislature' interchangeably, here). New challenges led to adaptations in their operation, sometimes even to reestablishment and strengthening of parliaments. But in many political systems, legislatures have recently been weakened and it is more and more difficult for them to fulfil their main functions.
