Summary:New equations are derived for the electromagnetic scattering produced by a small perturbation of a general perfectly conducting surface. These equations explicitly incorporate the magnetic field boundary condition on the general surface, which implies that the new Born term by itself leads to conventional backscatter formulas. The accuracy of the new equations is demonstrated by an example.
