Summary:This paper discusses a number of the "degrees of freedom" which are available for policy decisions in space broadcasting. In the paper the emphasis has been placed on the range of possibilities allowed and the limits imposed by technological factors. Within this range of limits, policy decisions are needed. In addition, the paper includes, in some cases, comments and observations based on the results of several years intensive study of the possibilities and problems of space broadcasting.
