Summary:The paper examines approaches to the estimation of reserves for strengthening the competitive advantages of regions through the use of innovative development models. The objects of the study are regions of the Siberian Federal District, in the first place, Kemerovo oblast. It is proved that the most important condition for the assessment of factors participating in the formation of regional competitiveness is the selection of competitively significant indices. Five factors are formed and statistically described: the level of economic potential of a region and the efficiency of its use, the attractiveness of a region for the population and business, and innovation level of the economy of a region. An economic-mathematical model is developed to assess the impact of each factor on the level of competitiveness of a region and to determine which of them can provide reserves for growth. Calculations for Kemerovo oblast showed that the growth in its competitive advantages mostly depends on the innovation level of the economy and the efficiency of use of the economic potential.
