Summary: | The literature on the development of creative and knowledge-based sectors in European cities places considerable emphasis on both the influence of path dependency and public policy interventions. However, these two elements tend to be treated separately. This paper seeks to strengthen
the awareness of the importance of policy in shaping the development of knowledge-based economies and thereby strengthen links between these two approaches. The paper refers to Toulouse, whose policy history has been crucial in the development of its knowledge-based economy. The analysis suggests
that one should take into consideration not only path dependency factors, the past and present roles played by public policies, and their delayed impacts, but also the nature of the sector considered. |
