Summary: | A key challenge in the development of Network Centric Warfare (NCW) concepts is the establishment of suitable metrics for assessing the value of information and networking in the battlefield. Specifically, there is currently no clear means by which one can link the internal metrics of the performance of a network to the external measure of the decision-action cycle rate for a networked force. In this work we discuss a set of quantifiable metrics that directly relate the internal performance metrics of a network to the speed of the OODA (Observe, Orient, Decide, Act) Cycle. We suggest that this is a first step towards making formal connections between internal and external metrics for NCW operations. |
