Summary:This paper analyses Romania’s course of action in the area of EU-funded projects prior to and after integration, whilst emphasising the gradual creation of a managerial culture, at national level. Three major multiannual financing frameworks - preaccession, 2007-2013 and 2014-2020 - have been considered, through the lens of the relations with the EU, internal macroeconomic and social indicators, as well as transformations occurring in various key sectors as a consequence of Romania’s participation in the EU’s non-reimbursable funding mechanisms. Special emphasis lies on the role of universities in tailoring a project management curriculum, through lines of studies and special courses, while being actors in the ever challenging matter of constructively absorbing funds. The consequences of such endeavours are farreaching and encompass NGO, public administration and private entities, all of which have become actively involved in the management of EU-funded projects in Romania.
