Summary: | In peripherical areas of Mexican municipalities, the distribution of drinking water in Mexico is carried out by independent committees, formed through informal mechanisms. There is a conflict between city councils and the committees because the lack of recognition and distrust. Based on official governmental information and studies and documents, the problems of this relationship between committees and the municipality in Toluca, Mexico are exposed, and the possibilities of governance are explored. The main conclusion is the urgency for the establishment of cooperation strategies between the committees and the authorities, for the safeguarding of the water resources.
En las zonas periféricas de municipios mexicanos, la distribución del agua potable se realiza por comités autónomos que funcionan a través de mecanismos informales. Existe una conflictividad entre los ayuntamientos y los comités por la falta de reconocimiento y desconfianza. Con base en información oficial gubernamental, así como estudios y documentos, se expone la problemática de esta relación entre comités y ayuntamiento en Toluca, México y se exploran las posibilidades de gobernanza. La principal conclusión es la urgencia por el establecimiento de estrategias de cooperación entre los comités y las autoridades para la salvaguarda del recurso hídrico. |
