Summary:The paper aims to analyze the state of the higher education system in Russia and its role in the regional development. It also provides some recommendations on how to modernize universities, modify their functions and eventually integrate universities into the regional economy in order to lay down the foundation for a quantum leap in the implementation of the National Education Project at the regional level.It is shown that the way out might be creation of well-functioning co-ordinating bodies at the regional level that comprise the key regional actors including private sector and that take a long-term wider view of regional development, not just focusing on economic but also social, cultural and environmental development.
