Summary:In this article of documented reflection, some elements of a new theory are showed that study how the different agents (teachers, researchers, pedagogues, ...) and institutions that are part of the educational system, configure environments for the development of the cognitive abilities of subjects. It is the theory of Conjuntos-T proposed by the authors of the article in mid-2012 to develop students' mathematical skills; the theory that can be generalized to the development of skills in other areas of knowledge. It also illustrates, by way of example, how it can be used to develop basic contemporary skills demanded by modern economies in subjects and that is monitored in several countries by programs such as the PISA from OECD.
