Summary:The environmental doctrine of the Russian Federation determines the need to develop methodological grounds for monitoring climate risks of territories. In general, climate monitoring is a comprehensive evaluation of the climate change impact on all aspects of human life without exception, since climate change inevitably affects the socio-economic processes of territorial development. Therefore, assessing the impacts of climate change and evaluating potential risks at the territorial management level is essential. The quality of the monitoring conducted depends entirely on the information base used as the basis for analysis. Sound environmental decisions are important for all territorial complexes without exception. This study proposes an information base comprising three interconnected levels: public data, regional data and data from individual companies whose activities support sustainable development goals. Special attention should also be given to data processing methods, ensuring it is presented as a cumulative dataset. The article describes the mechanism for developing an information base, starting from determining monitoring objectives and selecting indicators necessary for assessing the climate risks of the territory. The study accounts for the development of an information base tailored to meet the needs of stakeholders engaged in climate monitoring within a specific territory. The authors also emphasize that the cumulative manner of collecting information is the most relevant, which is confirmed in the study using practical examples.
