Summary:Time is one of the fundamental categories for Geography, because through this concept, it is possible to understand the dynamics of spatial process, as well as to seek explanatory elements for the environmental problems, therefore, a peremptory element for the territory management and environmental planning. The objective of this paper is to evaluate changes in land cover and land use in the Sepetiba Bay basin, in the city of Rio de Janeiro, offering an analysis perspective based on a Temporal Geographic Information System (TGIS) which combines past (2004), present (2013) and future (trend) times. Through the applied methodology, it was possible to verify the intense pattern of land cover and land use conversion for the Basin, mainly explained by oriented industrial development, as well as the low and middle class residential occupation, especially in areas susceptible to floods and landslides, revealing the impacts of a territorial planning oriented not by the public power, but by productive agents and by mega-events that took place in the city
