Summary:it is thought to have the same meaning, economic development refers to concept that means structural change and transformation going with real income growth. The human development, one of the basic aims of economic development means that the life standarts and qualities of individuals should be increased in every aspect. Taking cognizance of the human development shows that the importance of human capital is taken notice as well. In this sense, the difficulties to reach the human development can lead to deprive of using the capabilities of individuals and increase their poverty. In recent years, different perspectives on development have taken place through opinions of Amartya Sen on the economic literature. According to Sen, it is an objective to expand the freedoms in order to achieve development and ensure its sustainability. In this study, the concepts of social exclusion, deprivation and poverty are tried to be handled with a theoretical approach based on the relationship between human development and human capital.
