Summary:The present text wants to contribute with the debate that arises in relation to the models of water management administration adopted in the Brazilian hydrographic basins. Water as a common good implies control and regulation of the community, but as a private good implies regulations, legal and economic instruments, and intervention of the State (public control). This is a debate that involves different conceptions in relation to access, ownership and use of water resources in Brazil.
