Particular attention was devoted to the utility companies' plans to allocate electricity to their customers if an emergency or a fuel shortage should occur. The second major area investigated was the internal management of electricity within Navy and Marine Corps bases. The load shedding plans of about 80 bases were reviewed, and from these, guidelines were developed for the preparation of an optimal load shedding plan. Also, a unique approach to electrical allocation was developed. The approach is based on the utility theory of economics. |
