Summary:Economic and industrial problems related to crisis relocation are identified and described. Problems faced by the individual, private business, financial system, and local and regional government are presented in terms of operational phases beginning with Pre-relocation crisis period, crisis relocation initiation, re-location maintenance period, and the CR-reconstitution period. Approaches for estimating national economic impact of the crisis relocation are developed. Planning methods for identifying types of essential industry and key workers are outlined. Input-output analysis methods are described for determining levels of production required by various essential industry sectors at the national and regional levels. (Author)
