Summary:Over the years military specifications and standards have been criticized by both contractors and the government as sources of poor performance, goldplating, program delays, and excessive costs. In 1975 the Department of Defense initiated a program requiring tailoring and the specific application of specifications and standards as a solution to these problems. Tailoring only alleviates part of the problem, however, and has been a source of conflict among those attempting to employ it in their programs. This report describes a cost effective alternative to tailoring called partitioning. Partitioning employs an applicability matrix to portray specification requirements. It lessens the administrative burden, and improves coordination and responsiveness between the government and industry. (Author)
