Summary:Terrorism is defined and the goals of terrorist groups are examined in light of how goals relate to terrorist activity. Considering the advantages that acrue to terrorist groups, the methodology of assessing terrorists' capabilities and ideology is discussed. Terrorism analysis tends to be event oriented, and the significance of a terrorist group's track record as it relates to what actions the group is likely to attempt is explored. Various agencies within the US Government have a terrorism analysis role, but responsibilities and objectives vary; a brief discussion of these agencies and their perspective for terrorism analysis is included. The role of intelligence in both pre and post-incident analysis is discussed, and a system is suggested for portraying threat magnitude that could standardize assessments and thereby make them more meaningful to those who rely on analysts' judgements to make decisions on security requirements.
