Summary:This report is an up-to-date assessment of the state of the art of manned system measurement. The assessment is based in part on the material presented in the Task 3a report-Review of Manned System Measurement Literature. This report employs a topic outline compatible with the overall measurement model being developed under the present contract. The model is sufficiently representative and comprehensive so that all significant comments and authors have a place in its structure. One of the important uses of this report is the identification of current measurement capabilities and limitations, so that requirements and priorities for the improvement of system-oriented measurement can be delineated. In this review, it became apparent, for example, that measurement models need to be further developed, supported with appropriate human performance data, refined through more consistent and comprehensive applications, and validated by independent corroborations of some kind. Futhermore, the general sense of impracticality, and the need for simplifying assumptions in some cases, strogly suggests a requirement for improving the 'efficiency' of measurement models by reducing the magnitude of effort required in their application. It is envisioned that much time , effort, and money can be saved, irrelevant measurements can be avoided, meaningfulness and utility can be enhanced, and additional applications of the models can be found if several key improvements are made.
