Summary:During the evaculation of combat casualties, the two primary goals of medical personnel at each echelon are to provide the best medical care to casualties and complete required administrative functions. Providing the best medical care to casualties takes priority to performing administrative functions, and in a mass casualty situation, adeministrative requirements are often incomplete, inaccurate, or neglected. Previous military operations experienced a loss of records, imcomplete or missing medical data, and incomplete communication of medical information throughout the evacuation chain. This resulted in a diminished standard of care compared to that which could have been rendered if the information had been reasonably complete. Because of these and other problems, it was decided that automated information handling methods should be considered as a possible way to a solve these problems. In order to identify the areas that might benefit from automation, a structured analysis approach was used to define the current physical model of echelons I, II, and III in the medical evacuation chain of the Fleet Marine Force.
