Part 1 - Study Report presents (1) an introduction and reasons for the analysis conducted in this study, (2) the methodology used to derive the three digit HCU weights as well as the actual HCU, weights, (3) the MHSS impact of using the three digit HCU, and (4) study conclustions and recommendations. Part 1 also contains two appendices which summarize the statistical algorithms used in the analysis and present tables referenced in the body of the report. This part of the study; Part 2 - Study Report Appendices, consists of two supplemental appendices. Appendix C presents inpatient cost factor estimation by three digit subaccount work center, and Appendix D presents similar data for outpatient and dental subaccount work centers. The tables presented are designed to provide data regarding how the methodologies used to derive cost factors affected each subaccount. Detailed data is provided regarding which facility subaccounts were eliminated and why the subaccounts were excluded from the analysis. In addition, data is presented summarizing calculations used to derive cost factors for the subaccounts analyzed in the study. See also Part 1, AD-A178 034.
