Summary:The man-made water retaining structures at the Folsom Dam and Reservoir Project, located on the American River about 20 miles upstream of the City of Sacramento, Calif., have been evaluated for their seismic safety in the event of a Magnitude 6.5 earthquake occurring on the East Branch of the Bear Mountains Fault Zone at a distance of about 15 km. This report documents the Phase I study of Mormon Island Auxiliary Dam, one of the zoned embankment dams at the Folsom Project. The evaluation process involved extensive review of construction records, field and laboratory investigations, and analytical studies. It has been determined that Mormon Island Auxiliary Dam will not perform satisfactorily. Remedial or hazard-mitigating action is recommended as well as a Phase II study which consists of additional field investigation and analyses to determine the lateral extent of remedial action necessary. The Phase II studies are documented in Report 8 of this series.
