Summary: | The purpose of this study was to evaluate the Emergency Department Groups (EDGs) for military implementation. In response to a congressional mandate that the Department of Defense allocate resources based on a diagnosis related groups (DRGs) outpatient type system, a team of researchers from the U. S. Army Medical Department Center and School, Directorate of Health Care Studies and Clinical Investigation evaluated the major ambulatory classification reimbursement systems. The data used for the evaluation consisted of two samples of data derived from the Army's Ambulatory Care Data Base (ACDB) Study (Georgoulakis et. al., 1988). The first sample (Sample 1) consisted of 516,006 visits. The second sample (Sample 2--Emergency Department Sample) contained 22, 790 ED visits. The data contained in the ACDB was collected from six Army Medical treatment facilities (MTFs) and are considered representative of Army medical department health care. The larger sample was evaluated because of the team's concern that the triaging of non-emergent, walk-in patients to other ambulatory and speciality clinics may have biased the ED sample.
