Summary: | A comprehensive accounting framework for estimating the quantities and flows of drugs would go a long way in providing such an understanding. To this end, RAND has developed-and this report documents-a computer spreadsheet- based 'system description' for the cocaine trade. This system description serves as a database and an analytical tool. It consists of four interrelated spreadsheets-a database and three others that mirror the general pattern of the heroin trade: production, transportation, and U.S. distribution. The database provides primarily production-related data from 1985 through 1991. This report also provides detailed information on how to use the model. The spreadsheets are available for either IMB (DOS) or Apple-based machines upon request to RAND.
