Summary:This report is the second report that discusses the DoD Components' use of National Photographic Interpretation Center contracts with Sun Microsystems Federal, Incorporated. Report No. 96-018, "DoD Use of Economy Act Orders Issued to a Central Intelligence Agency Component," October 27, 1995, states that the DoD Components did not follow statutory and regulatory guidance for the 1,211 Economy Act orders they issued at an estimated value of $374 million and that they also were unaware of the contract terms and conditions. Since the DoD Components placed the orders without having full disclosure of the contract terms for which the DoD received no benefits, the Office of the Assistant Secretary Defense (Command, Control, Communications, and Intelligence) requested that the Office of the Inspector General determine whether DoD is due a refund. We evaluated the financial records of the DoD Components; Central Intelligence Agency; National Photographic Interpretation Center; and Sun Microsystems Federal, Incorporated, in an attempt to determine the refund due the DoD Components.
