This research examined the requirements of 0MB A-76 in terms of competitions within the Services the Department of Department of Defense. This research looked at the application of 0MB A-76 by commands during the period FY 1994 to present. Through a survey of contracting commands within the Army, Navy, and Air Force, the researcher looked at the nature of services that were being competitively sourced. Additionally, lessons learned were collected from the commands, augmenting published lessons learned from each of the Services. Risk identification and management within the A-76 process was also examined in the survey. The goal in conducting the research was to aid Marine Corps Contracting Officers in identifying a common family of services capable of being competitively sourced. A secondary goal was the identification of significant issues that contacting officers will face when in implementing 0MB A-76.
