Summary:This paper was written for the conference on Unacceptable Weapons sponsored by the National Security Seminar at the Massachusetts Institute of Technology on March 20, 2002. The title of this paper contains unusual and emotional words for an academic paper, good and evil. But then again, this conference contains an unusual and emotional word in its title, unacceptable. The term unacceptable weapons implies a difference of opinion between those who believe a weapon might be used under certain circumstances, and those that believe its use is not warranted under the same or any circumstances. It implies a set of criteria upon which to make this judgment.
