The Defense Contract Management Agency (DCMA) office in Orlando, Florida, administered the contract until October 7, 1985, when the responsibility for contract administration was transferred to the DCMA office in Palm Bay, Florida. At the time of the audit, the contract had a negative unliquidated obligation (NULO) balance of 8606,898 in the MOCAS system. Because a NULO existed in MOCAS, the contract could not be closed until a full reconciliation was performed.
