Summary:This report summarizes the scientific principles underlying genetic modification of microorganisms. It assesses the global availability and cost of technology (know-how, keystone equipment, and synthesized biological materials) needed to acquire and produce potentially lethal biological agents in quantity. The analysis includes technology to engineer novel organisms previously unknown in nature, to synthesize organisms de novo, or to modify naturally pre-existing organisms. The document considers the growing proliferation of legitimate activities, and how such activities may enable nations or non-traditional actors to produce genetically engineered infectious agents for uses that could impact national United States or international security.
