Summary:The purpose of this thesis is to examine Provincial Reconstruction Teams' (PRTs) project management practices to determine if those practices resulted in the increased dependency of the Government of the Islamic Republic of Afghanistan (GIRoA) on PRTs in Khost and Paktia provinces. Since 2003, PRTs have conducted major reconstruction and governance capacity building projects in Afghanistan. These projects have assisted the Afghan government in regaining credibility with the local population as part of the Counterinsurgency (COIN) strategy of the International Security Assistance Force (ISAF). The thesis examined the PRTs' project management and development processes in Khost and Paktia provinces between 2008 and 2012, and evaluated trends in Commander's Emergency Response Program (CERP)-funded PRT projects and U.S. Agency for International Development (USAID)-implemented programs. The data were analyzed to determine if there was a trend toward increasing GIRoA dependency on PRTs in Khost and Paktia. Interviews were then conducted with GIRoA officials to corroborate any evidence of increasing dependency that was demonstrated in the analysis of data. The original document contains color images.
