Summary: | Pursuant to the Council on Environmental Quality regulations for implementing the procedural provisions of the National Environmental Policy Act (NEPA), Title 40 of the Code of Federal Regulations (CFR) 1500-1508; Department of Defense Directive 6050.1 and the Air Force Environmental Impact Analysis Process (EIAP), 32 CFR Part 989, the Defense Threat Reduction Agency (DTRA) in coordination with the Air Force has prepared an Environmental Assessment (EA) to identify and evaluate potential environmental impacts from the proposed development, testing use and associated training at the existing Technical Evaluation Assessment Monitor Site (TEAMS) located on Kirtland Air Force Base (AFB), New Mexico. The purpose and need of the Proposed Action is to enhance and support the ongoing and future testing at the TEAMS location in order to reduce current training shortfalls. These shortfalls include increased customer demand; a lack of a secure, alarmed storage location(s) to store radiological source materials; reduced cohesiveness between the three DTRA sites operating at Kirtland AFB (TEAMS, Giant Reusable Air Blast Simulator (GRABS) site and the Chestnut Test site) and other infrastructure shortcomings (i.e. an additional gathering/training area, over reliance on temporary facilities and other general maintenance issues). |
