If President Clinton and the other world leaders at the Moscow Summit had fully understood the lessons of the Nuclear Age and how incredibly lucky the world was to make it through the Cold War without the Ultimate Disaster, they would have called for a START III process aimed at reducing the number of U.S. and Russian warheads to fewer than a thousand each. If in the future there is to be some change in the corporate culture that is so enamored of nuclear weapons, leadership must come from the top. |
