Summary:ToDesign a Multi Criteria Hysteresis Vertical Handover Decision (MCHVD) for mobile IoT to minimise the Delay and compared with Conventional RSS. By considering two groups such as MCHVD and Conventional RSS, the different scenarios have been implemented and tested over 60 samples whereas the WiFi network has 20 samples ( \mathrm{N}=20 ), WiMax network has 20 samples ( \mathrm{N}=20 ) and UMTS network has 20 samples ( \mathrm{N}=20 ). using G power as 0.8, threshold energy is 0.05% and the confident interval is 95% where maximum accepted error is fixed (0.05) and beta is 0.2. In the case of Packet Delivery Ratio MCHVD is better when compared with Conventional RSS. The Packet Delivery Ratio between WiFi-WiMax (0.164), WiMax-UMTS (0.11) and UMTS - WiFi (0.132) compared with conventional RSS (0.1008, 0.09, 0.13). Independent sample T-test was done which reveals that p is 0.01 ( \mathrm{p} < 0.05 ) found to be statistically significant in MCHVD when compared with Conventional RSS. MCHVD was yielded significantly better results when compared to the conventional RSS in case of Packet Delivery Ratio between WiFi-WiMax, WiMax - UMTS and UMTS - WiFi.
