This panel presentation explore the power system modeling and operational impacts of such joint operating agreements (JOAs). Experience to-date between the PJM Interconnection (PJM) and the Midwest Independent Transmission System Operator (MISO) were examined with the view to extend the JOA philosophy from the original "market to non-market" implementation on May 1, 2004 and the subsequent "market to market" implementation on April 1, 2005 to a full "joint and common market" between neighboring systems |
