Summary:This paper presents an approach and methodology for the development, deployment and maintenance of Web-service service oriented architecture (SOA) platforms based on the concept of a Community of Exchange (CoEx). It presents the CoEx as a formal construct made up of cognizant authorities, and collaborative parties, in the business process of represented by the CoEx. The paper discusses how the CoEx concept is used to maintain established standards of compliance within the platform, and how the CoEx is used to control and maintain the integrity of the underlying business processes. It discusses how the CoEx will expand upon typical control of data access with SOA platforms expanding that notion to encompass all elements of the business process as well. It will further explore the use of advanced modeling techniques, adapted from the simulation and modeling domain, to describe the controlling elements of the CoEx and how model driven aspects will control the deployment, use and maintenance of the underlying SOA platform. The paper demonstrates how governance authority represented by the CoEx body will be implemented in a Web ontology that will drive roles, responsibilities and service interaction within the SOA platform
