Summary: | Additionality means that what types of outputs are generated by research policy or investment. Some policy generated output additionality: enhanced productivity, stronger competitiveness, larger amount of paper. Another policy generated input additionality: leveraging private R&D investment by public R&D investment. There is more extended concept of additionality: behavioural additionality. It means that some policy or investment change behavior of R&D player - R&D pattern or action. In this research, we want to talk about the impact of government investment evaluation to R&D activity and outputs. Especially, we discuss about the impact of specific R&D evaluation policy - in Korea, Government emphasized number of American patent - to R&D activity and output change. |
