An investigation of the literature reveals that to date, there are many projects and researches done on this topic worldwide. But the existing definitions of KS are deficient in their conceptualization and limited consensus was achieved to define the term. Furthermore, very few studies undertaken in developing countries i.e. Malaysia, to define and measure the KS. This paper discusses the attempt to refine and suggest new comprehensive definition of KS for use in developing countries, focusing on knowledge, technological and human perspectives. This leads to the discussion on the previous efforts to develop and propose measurements of KS at national and international levels. It also explains the methodology that will be employed in the current research to develop the criteria and indicators of KS in the Malaysian context.
