According to the order, modified CFR will enable a new unlicensed TV white space device to operate on the TV white spaces after June 12 2009. FCC allows two types of service on the TV white spaces, which are fixed and personal/portable services. To make a new wireless communication standard for personal/portable application on the TV white spaces and promote the adoption by industry, CogNeA was organized. It submitted a draft standard to ECMA TC48-TG1 for international standardization. ECMA is going to finalize the 1 st edition of standard by the end of 2009. The paper describes the fact of CogNeA and its standardization activities through ECMA TC48-TG1.
