Summary:Authors have developed and continued the identity (ID) federation website for consumers since 2003. So far we achieved ten federated websites and got more than 12 million of user registration. The specification revisions are put into effect 19 times. There were many conflicts on these specification revisions among stakeholders. For instance security, service quality, performance, policies, and service values, a lot of decision makings needed to be done. That was characteristic issues on ID federation websites, and we analyze and make the process model for the confliction among stakeholders. In the model, players cooperate, have their missions and estimate the policy setting, and then they decide the specification revision. We compared actual specification revisions with the model, and analyzed them. This model can be utilized to promote consensus making for the players to negotiate the design and specification revision.
